JUDGMENT : Heard the parties. This writ application has been filed for a direction to the respondents to grant second time bound promotion to the petitioner w.e.f. 10.12.1991 and then to forward all the requisite documents to the Accountant General for final fixation of pension of the petitioner, as the respondent-State of Jharkhand has not taken any decision in the matter of grant of second time bound promotion to the petitioner and even the relevant papers for fixation of pension have not been forwarded to the Accountant General. Learned counsel appearing for the State of Bihar submits that all the relevant papers relating to time bound promotion have been sent to the State of Jharkhand after the service of the petitioner was finally allocated to the State of Jharkhand. In this respect, it was further submitted by learned counsel for the petitioner that the petitioner has already filed his representation (Annexure-4) before the Director, Statistics and Evaluation Directorate, Government of Jharkhand, Ranchi (respondent no. 4), but no decision has been taken as yet. In view of the submissions made by learned counsel for the parties, this application is disposed of with a direction to the petitioner to file a fresh representation before the Director, Statistics and Evaluation Directorate, Government of Jharkhand, Ranchi (respondent no. 4) along with a copy of this order, who will be taking decision in the matter of grant of second time bound promotion to the petitioner within four weeks from the date of filing of the representation and thereafter it will be open for the respondent no. 4 to forward the relevant papers, which are necessary for fixation of the final pension, before the Accountant General, who will be taking decision immediately in the matter of fixation of final pension. With this observation and direction, this application stands disposed of.
