The petitioners feel aggrieved by the installation of the tubewell at a particular place, which according to them, has neither been selected by the concerned authority nor has been selected by the Gaon Sabha but it is being installed for giving undue advantage to some relation of the Executive Engineer. On 8. 12. 08, the Special Secretary to the State Government has already issued direction to the Commissioner for looking into the grievance and for submitting his report on the aforesaid matter. That being so, this Court would not entertain the petition for such a grievance. Even otherwise, where the tubewell should be installed, where public purpose would be served and which is the appropriate place for installation are the matters which are normally not to be interfered by the High Court. Since in the instant case, the Special Secretary to the State Government has already issued directions to the Commissioner, the petitioner may approach the Commissioner. The petition is dismissed. .
