ORDER 1. Today, the learned Advocate General has filed 5th report in pursuance of the direction given by this Court on 3.4.2008. 2. In some of the districts, Bal Lok Adalat has been held. The Deputy Commissioner, Hazaribagh, has reported that various directions given by this Court in regard to medical examination, filling up the 4th grade posts from district panel, maintenance of register and installing lightning arrestors have been complied with. It is also stated that vocational training-cum-production centre has been established, so that the inmates are gainfully employed and a music teacher has also been selected for deputation. Cricket, Volley Ball, Bad Min-ton, Carom, Ludo and Chess facilities are provided to the inmates. TV set has been installed in the Home. 3. Similarly, the Deputy Commissioner, Dhanbad has already reported compliance of the direction of this Court. The District Welfare Officer cum Superintendent of Ranchi Observation Home has also sent report to the AG giving details of compliance of various directions in para 6 of the report filed by the AG. It is further stated in the report that the Government has decided to operationalize on its own the newly built observation Homes at Gumla, Simdega and Palamau and Bokaro and steps have been taken in this direction. The posts for these Homes have been identified as per the Juvenile Justice Rules 2003 and a memorandum for creation of the posts has already been submitted to the appropriate authorities and as soon as these posts are created, further steps will be taken for the functioning of the Homes in time. 4. The learned Advocate General submitted that to complete the process, at least 3 to 6 months are required. However, we make it clear that the entire process must be completed within four months without seeking for further extension of time. 5. It is also stated that for payment of honorarium to the members of various Juvenile Justice Boards and other related bodies, Rs. 6,50,000/- has already been released and it is proposed to release further allotment for the purpose in the current month itself as per the requisition.

The Advocate General has further stated that he would discuss the matter with the Deputy Commissioners as well as the officers of the social welfare department and doctors and persuade them to sincerely involve themselves in the work and that steps have been taken by all concerned for sincere compliance of the orders passed by this Court from time to time. 6. Now it is reported by the learned Counsel for the petitioner that for getting orders passed by the Juvenile Board(s), persons concerned have to come to the civil Court and file application for getting copies of the orders and it causes delay and inconvenience. Since the orders are passed by the juvenile Boards, it must be ensured that the petitioners concerned are supplied certified copies by the Juvenile Board. 7. Now, the learned Counsel for the petitioner would submit that Bal Lok Adalat has been held in Hazaribagh and 30 juveniles have been released. In this regard, we reiterate our order passed on 3.4.2008 whereby all the District Judges were directed to take similar steps and see that most of the juvenile offenders are released. The Registrar is directed to remind all the other District & Sessions Judges to send their reports giving details of the juveniles released, to enable us to pass further orders. 8. Post this case on 5.5.2008.
