Judgment 1. In paragraph 20 of the counter affidavit filed by the respondents, the following statement has been made: "That to grant licence to document writer under the provisions of Bihar Deed Writers Licencing Rules, 1996 an examination was conducted by the District Registrar, West Champaran in 1997 but the petitioner did not appear at the examination as the result he did not remain a valid licence holder." 2. That the examination was conducted by the District Registrar, West Champaran in the year 1997 pursuant to the Rules of 1996 is not disputed by the counsel for the appellant. This distinguishes the appellants case from that of Arjun Prasad (C.W.J.C. No. 1172 of 2003) decided on 11th August, 2007. 3. Letters Patent Appeal has no merit and it is dismissed in limine.
