ORDER : 1. Though this matter was reserved for judgment, it is noticed that the order passed by the National Human Rights Commission (in short "NHRC") was on the basis of the complaint (the expression used by NHRC in its proceeding) by Dr. Ved Kumari (described by NHRC as complainant in the proceedings before it). 2. Issue notice to Dr. Ved Kumari, Reader, Faculty of Law, University of Delhi to state on affidavit as to how her complaint was maintainable in law. An affidavit in this regard shall be filed by 4.2.2009. 3. List the matter on 9.2.2009.
