JUDGEMENT 1. Heard learned counsel for the petitioner and the State. 2. The petitioner who is stated to be working as Assistant Teacher in Middle School, Madhura is before this Court with his claim for arrears of salary for the period 22.3.2006 to 24.3.2006, October 2006 to December 2006 and January 2007 to April 2007. 3. Learned counsel for the petitioner invites attention of the Court to Annexure-3. the order of the Regional Deputy Director of Education dated 25.11.2008 observing salary of the petitioner was being withheld arbitrarily and directing immediate compliance. 4. The petitioner has filed this writ application on 19.5.2009 when even the administrative order of the RDDE has remained uncomplied. 5. The matter is purely an administrative issue to be considered by the concerned respondent officials. By their arbitrary conduct unconcerned with the consequence of the same not only to the petitioner, they have also cast an unnecessary and unwanted burden on this Court. 6. In this situation of administrative anarchy respondent no. 2 is directed to ensure that the directions of the RDDE dated 25.1.2008 is complied forthwith in accordance with law within a maximum period of four weeks from the date of receipt/production of a copy of this order and all dues be paid within that period. 7. The respondent no. 2 is also directed to hold an administrative enquiry and initiate departmental action in accordance with law with regard to those responsible for non-compliance of the order dated 25.1.2008. 8. This Court is prima facie satisfied that the present was a fit case for imposition of heavy cost on the respondents, but because the matter is being disposed without a counter affidavit, this Court refrains from doing so. 9. There appears to be a virtual deluge of writ applications before this Court seeking directions for what are purely administrative matter. The situation is unfortunate, leading to delay in dispensation of justice in serious matters. 10. The application is disposed.
