JUDGMENT : Infrastructure in Subordinate Judiciary: 1. Pursuant to our order dated 12th July, 2010, information was sought from various States in the formats prepared by the Registry of the Supreme Court. We have now received those inputs regarding the status of the Court buildings and the residential quarters for Judicial Officers in Forms ‘B’ and ‘D.’ 23 States/Union Territories have given us the information regarding the projects, which are in the pipeline. On consolidating the Statements received from 23 States/Union Territories, we find that 172 projects in which construction has actually started are pending as of date as far as the Court buildings are concerned. Similarly, as regards residential quarters for Judicial Officers are concerned, 167 projects where construction has actually started are pending completion. Since the projects have actually started, we direct that the said projects be completed within six months from today. In this connection, we direct that under each High Court, a Committee be set up to monitor the work of completion of projects consisting of Portfolio Judge of the concerned High Court, who will Chair the Committee, the Registrar General of the concerned Court, Law Secretary/Legal Remembrance and the Head of the Public Works Department in the concerned States. The said Committee will submit its status report every month to this Court through the Monitoring Committee. 2. We hereby direct the Registry of the Supreme Court to forward the Consolidated Statements (Formats ‘B-1’ and ‘D-1’) to the States/Union Territories, which indicate the above particulars so that the respective Committees can work on the basis of such Consolidated Statements. We further direct the Registry to put the Consolidated Statements on the Website of the Supreme Court for information of the respective States. For ready reference, it may be mentioned that the above Data has been taken from Col. 15 of Forms ‘B’ and ‘D’ submitted by each of the above 23 States. 3. As a matter of last opportunity, we are directing States of Bihar, Jammu and Kashmir and Kerala to submit requisite details in the Forms sent to them pursuant to our Order dated 12th July, 2010.
