ORDER : 1. The Thomas Committee has submitted its Report in a sealed cover. The Registry is directed to furnish copies of the said Report to the learned Amicus Curaie as well as the petitioner appearing before us. 2. The Union of India and the States/Union Territories should also be given copies of the said Report at the earliest. Stand over to 8th November, 2010. 3. In the meantime, the parties, before us, should give their response to this Court at the earliest. If possible, the learned Amicus Curaie can prepare a chart after looking at the Report of the Thomas Committee so that the matter could be expedited. We expect the petitioner, learned Amicus Curaie and learned Solicitor General to work in tandem and give us a chart on the basis of which orders can be passed from time to time.
