JUDGMENT : PRINCIPAL: 1. Mr. Rakesh K. Khanna, learned senior counsel appearing for the Directorate of Education submits that as on 29.11.2010, there are 199 vacancies of Principals in various schools of Delhi out of which 118 posts are in the category of departmental promotion and 81 posts are for direct recruitment. He submits that the Departmental Promotion Committee (for short D.P.C.) has been fixed for 21st and 22nd December, 2010 to fill up 80 vacancies of Principals for the year 2009-2010. He further submits that for filling up 58 vacancies in the category of direct recruits, an advertisement has been issued by the Union Public Service Commission (UPSC) on 13.02.2010 and the process is on and after the process is over, the date for interview shall be fixed. He further submits that requisition for 23 vacancies, along with 39 anticipated vacancies for the year 2010-2011, have been sent to the UPSC and all efforts are being made to fill up these vacancies. Mr. Khanna also submits that the process of filling up the remaining 38 vacancies in the category of departmental promotion has also been initiated and those vacancies are also likely to be filled up shortly. VICE-PRINCIPAL: 2. Mr. Khanna submits that in the category of Vice-Principal, as on 29.11.2010, there are 197 vacancies of Vice-Principal for the years 2010-2011 along with 42 anticipated vacancies for 2010-2011 and efforts are being made to fill up these vacancies and a meeting of the DPC has been fixed on 28.12.2010 for promotion from PGT to Vice-Principal. POST-GRADUATE TEACHER: 3. Mr. Khanna submits that as on 29.11.2010, there are 604 posts of Post-Graduate Teachers out of which 465 posts are in the category of Departmental Promotion and 139 in the category of Direct Recruitment. The process for filling up these posts has been initiated and is in progress and by February, 2011 these vacancies are likely to be filled up. He further submits that the 139 posts of direct recruitment have been advertised by the Delhi Subordinate Services Selection Board (DSSSB) and 56 dossiers have been received and out of them 37 appointments have already been made on 8.12.2010 and the remaining are going to be filled up shortly. 4. Mr. Khanna further submits that 169 vacancies for 2010-2011 and 167 anticipated vacancies for 2011-2012 have been notified by the DSSSB and the process has been started to fill up these vacancies. TRAINED-GRADUATE TEACHER: 5. Mr. Khanna submits that as on 29.11.2010, there are total 4375 vacancies of Trained-Graduate Teachers, out of which 976 are in the category of Departmental Promotion and 3399 are in the category of Direct Recruitment. Out of 976 vacancies in the category of departmental promotion, by 8th December, 2010, 699 vacancies have been notified out of which 499 appointments have already been made, 200 vacancies have been diverted to direct recruitment quota and the remaining 277 vacancies will be notified shortly. He further submits that in the category of direct recruitment, 48 dossiers are under process of appointment, which is likely to be completed within a month. He further submits that 3351 vacancies, along with 195 anticipated vacancies, have already been advertised by the DSSSB. 6. Mr. Khanna also submitted that since the process of filling up these vacancies takes considerable time, in order to ensure that the students do not suffer on account of delay in filling up the vacancies, guests teachers have been deployed by the Directorate of Education in the month of September, 2010 and according to the list submitted by him, 437 Assistant Teachers, 2742 Trained Graduate Teachers and 397 Post Graduate Teachers have been working as guest teachers. 7. We appreciate the efforts made by the Directorate of Education and the other respondents in filling up a large number of vacancies in the larger public interest. List this matter on 11th January, 2011.
