Judgment : This writ petition has been filed praying for a writ of mandamus to direct the respondents to allocate funds, equally, to all the wards of Thiruvannamalai District Panchayats, receivable under the various schemes, either on population basis or on rotational basis. 2. The main contention of the learned counsel appearing for the petitioner is that the funds allotted by the State government, for the various schemes, for the Panchayats in Thiruvannamalai District, are not being allocated, properly or equally, to the various wards of the Panchayats. The Chairman and the Vice Chairman of the Thiruvannamalai District Panchayat are utilising the funds, as they wish, without looking into the needs of the various wards and the people living in the wards. 3. The learned counsel had placed before this Court an order, dated 29.7.2009,made in W.P.No.14755 of 2009, wherein, this Court had directed the concerned District Collector to look into the representation made by the petitioner therein and pass appropriate orders, on merits and in accordance with law, after calling for a meeting of all the concerned ward members, including the Chairman and the Vice Chairman, to evolve a workable solution, so that all the ward members are satisfied and convinced about the fund allocation and the demands of the people in general. 4. Mr.D.Sreenivasan, the learned counsel appearing on behalf of the respondents has no objection for this Court passing a similar order. 5. In view of the submissions made by the learned counsels appearing on behalf of the parties concerned and in view of the earlier order passed by this Court, on 29.7.2009, in W.P.No.14755 of 2009, the District Collector, Thiruvannamalai District, the first respondent herein, is directed to consider the representation of the petitioner, dated 4.9.2009, and pass appropriate orders thereon, within a period of eight weeks from the date of receipt of a copy oft his order, on merits and in accordance with law, after calling for a meeting of all the concerned ward members, including the Chairman and the Vice Chairman of the Thiruvannamalai District Panchayat, by evolving a workable solution to the satisfaction of the ward members, with regard to the fund allocation, taking into consideration the various relevant factors, including the population of the ward concerned and the demands of the people in general. The writ petition is disposed of with the above directions. No costs.
