JUDGMENT 1. The instant petition has been filed by the convicted petitioner who is undergoing sentence of life imprisonment awarded to him by the learned Additional Sessions Judge (Fast Track) No. 2, Sikar in Sessions Case No. 13/03. Convict has already undergone substantive sentence of 9 years, 4 months, 37 days alongwith remission. He was also granted benefit of first parole. His matter for second parole was sent by the concerned authorities to the District Advisory Board, Sikar with the recommendation of the Superintendent, Jail, Jaipur. It also appears that the report of the Social Welfare Officer is also in favour of the petitioner as he has also made recommendation for the release of the convict petitioner. The District Parole Committee declined parole to the petitioner on the basis of report of the Superintendent of Police, Sikar wherein apprehension has been shown that release of petitioner on parole will not be proper in this case as that may offend the complainant party. We do not find any satisfactory reason to decline parole particularly in the circumstances when first parole was granted to the petitioner and not untoward incident happened after his release on first parole. This court has time and again observed that ipse dixit reasons are not sufficient to decline the parole. 2. In the result, we allow the petition and it is hereby directed that the convict petitioner Bhagirath Puri S/o Narayan Puri shall be released on second gular parole on usual terms and conditions for a period of 30 days on fur shing proper bail bonds to the satisfaction of the Superintendent of Police, Central Jail, Jaipur.Accordingly, the petition stands disposed of.Petition Disposed of as Above. *******
