JUDGEMENT 1. The present public interest litigation has been preferred by Vikash Chandra Guddu Baba as pro bono publico for proper maintenance, sustenance, preservation and continued protection of properties of 86 Goshalas situate in the State of Bihar. 2. This court on 4.1.2010 had directed the State Government to file a comprehensive affidavit meeting the allegations put forth in the writ petition, A comprehensive affidavit was filed. Thereafter the petitioner had filed the supplementary affidavit indicating how there has been encroachment in respect of the properties belonging to Goshalas. A reply was filed to the same. 3. Be it noted, the State Government had constituted a committee, namely, Prof. Rampal Agrawal Nutan Committee. The said committee has already submitted an interim report in May, 2008. 4. Perused the report. Regard being had to the recommendations made by the committee and keeping in view the condition in which the Goshalas exist and the problems faced, we command the authorities of the State to consider the recommendations of the committee within a period of four months from the date of receipt of the order passed today. It is worth noting that the committee was constituted by the State Government on 24th April,2007 as it had realised that the Goshalas did require proper protection and maintenance. 5. With the aforesaid direction, the writ petition stands disposed of. 6. A free copy of the order be given to Mr. Harendra Prasad Singh, learned counsel for the State for doing the needful.
