JUDGMENT : I.A. No. 2757 1. In this application, the State of Orissa seeks permission to remove the dead and dry bamboo clumps from Satkosia Tiger Reserve and follow and bamboo to be used for bona-fide requirements of the local people living in and around Satkosia Tiger Reserve through the State Forest Development Corporation. The matter has been examined by the C.E.C. and it has recommended the removal of gregariously flowered Daba bamboo on fulfillment of the following conditions:- (1) The felling and removal of the flowered bamboo will be done by engaging only the EDCs and the VSSs located within the protected area and those located in the immediate vicinity. The material so felled will be kept in small decentralized depots. (2) The filled bamboo will be distributed to the villagers located within the protected area and in the immediate vicinity free of cost based on a plan to be prepared in this regard by the Orissa Forest Department. no commercial exploitation or sale to industry will be permissible. (3) Rigid fire prevention measures, tending operations and soil and tending operations and soil and moisture conservation measures will be taken to ensure the establishment of regeneration and to prevent accelerated soil erosion and moisture loss. (4) No labour camp will be established close to any water hole are stream used by the wild animals. Adequate precautions will be taken so that the wildlife habitat is not disturbed by the people involved in the felling of bamboo. All the conditions imposed by CEC are acceptable to the State Government. The exercise will be supervised by EDCs and VSSs located in the State. The application is disposed of accordingly. 2. The Zawar group of mines and an integrated Lead and Zinc Ltd. located in village Zawar, Tehsil Sarada, District Udahipur, Rajasthan were having a mining lease. The Ministry of Environment and Forests and given permission on 30.10.2009 and mining lease has been in operation since 1950 and it has expired on 29.3.2010. The applicant prays that before renewal of license, the matter may be referred to the Forest Advisory Committee for the purpose of renewal.
