Judgment : M. VENUGOPAL, J., 1. According to the Learned Special Government Pleader (AS), the present Appeal has been filed with a delay of 146 days and the reason ascribed by the Petitioner/Appellant/Respondent is owing to administrative exigency/contingency the requisite copies which have been received on 29.09.2009 has been finally sent to O/o GP, HC, Ms on 11.11.2009 and resultantly, the Appeal has been filed before this Court on 22.12.2009. 2. No counter is filed on behalf of the Respondents/Claimants. 3. Taking note of the fact that the Petitioner/Appellant/ Respondent has assigned the reason of administrative exigency/ procedural delay in regard to the filing of an Appeal with a delay of 146 days, this Court by taking a lenient view, over riding technicalities to promote substantial cause of justice allows this petition by directing the Petitioner /Appellant /Respondent to pay a sum of Rs.150/-(Rupees one hundred and fifty only) to the Honble Chief Justice Relief Fund within a period of four weeks from the date of receipt of copy of this order, failing which, it is made clear that the petition shall stand dismissed automatically without any further reference to this Court.
