ORDER Heard Sri C. Tulasi Krishna, learned counsel for the petitioner and Sri Deepak Bhattacharjee, learned Standing Counsel for the respondents 1 and 2. 2. This writ petition is filed under peculiar circumstances, seeking a direction to the respondents 1 and 2 to conduct first year supplementary examinations. 3. The petitioner is a student, studying in the 4th respondent-Institution. She has completed the second year M. Phil course in Clinical Psychology. She could not appear for the first year examinations due to her ill-health. In the meanwhile, the 2nd respondent issued a Press Note, dated 08-02-2011, proposing to conduct examinations for backlog candidates of first year M. Phil Clinical Psychology students. The petitioner, who could not appear for the regular examinations, submitted her application. The said application was, however, rejected by the Controller of Examinations, Osmania University, Hyderabad, the 2nd respondent herein, on the ground that the petitioner did not produce Marks Memo of the first year examinations. It may be noted that the petitioner could not have submitted the Marks Memo since she did not take the first year examinations on account of ill-health. Since the petitioner was not permitted to take the supplementary examinations, she has filed this writ petition for the aforesaid relief. 4. On a consideration of the matter and after hearing both the learned counsel, it is noticed that in matters of this nature where a student has a problem with reference to the conduct or examinations, the aggrieved student can approach Standing Committee of the Academic Senate of the University in terms of Section 25 of the A.P. Universities Act, 1991. In view of the same, it is more appropriate that the petitioner be directed to approach the said authority for redressal of her grievance. 5. In the aforesaid circumstances, I deem it appropriate to dispose of the writ petition, at the stage of admission, permitting the petitioner to submit a representation to the 1st respondent Registrar, Osmania University, Hyderabad, who, in turn, shall place the matter before the Standing Committee of the Academic Senate of the University for appropriate orders. The petitioner is permitted to submit an application within one week from today and the Standing Committee shall take a decision as expeditiously as possible, preferably within a period of 4 (four) weeks from the date of submission of application by the petitioner. 6.
