JUDGMENT Kurian Joseph, C.J. Though there is a challenge to the Rules, in view of the stand taken in the reply, the petitioner prays for an opportunity to approach the Government invoking the power for relaxation. Therefore, without going into the merits of the case, this writ petition is disposed of making it clear that in case the petitioner approaches the first respondent seeking relaxation under the Rules, the same shall be considered and appropriate orders in accordance with law and justice will be passed thereon within another four months from the date of production of a copy of this judgment along with a copy of the writ petition by the petitioner. 2. The writ petition is disposed of, so also the pending applications, if any.
