JUDGMENT Rajiv Sharma, Judge Petitioner is aggrieved by the issuance of Annexure A1, dated 7th December, 2004. The name of the petitioner was recommended by the Himachal Pradesh Public Service Commission for the post of Language Teacher vide letter dated 29th September, 1997. He joined his duties in Government High School, Baggi pursuant to order dated 29th September, 1997. He has been served with a letter dated 7th December, 2004 vide Annexure A-1, whereby respondent No. 2 has directed the respondent No. 3 to take necessary action in the matter. 2. Case of the petitioner, in a nut-shell, is that he has obtained certificate from Kendriya Hindi Shikshak Mahavidyalaya, Agra, which is recognized as per Annexure A/3. However, fact of the matter is that before any decision is taken, petitioner was required to be heard. 3. Accordingly, the petition is disposed of with a direction to the petitioner to file reply to Annexure A-1, dated 7th December, 2004 within a period of four weeks from today. Thereafter, taking into consideration the reply filed by the petitioner to Annexure A-1, appropriate orders shall be passed by the competent authority. If there is any serious doubt about the certificate/diploma obtained by the petitioner, a regular inquiry shall be instituted to enable the petitioner to meet-out all the charges levelled against him. Till then, the services of the petitioner shall not be terminated. No costs.
