ORDER : A.K. Ganguly, Gyan Sudha Misra, JJ. We have heard Mr. Gopal Subramanium, learned senior counsel and amicus curiae in this matter at some length. We have also heard Mr. Ashok K. Srivastava representing High Court of Allahabad and Mr. Ratnakar Dash, learned senior counsel for the State of U.P. 2. Considering the larger issues which are involved in this case which virtually have a direct impact on administration of justice, we deem it fit and proper to implead Central Government in this proceeding. All the learned counsel for the parties also made a prayer to that effect. Accordingly, we direct that notice be served upon Union of India through the Ministry of Law and Justice. Such notice may be sent with all papers of this proceeding to the aforesaid party by the Registry of this Court by 12.10.2011. 3. The matter may come up on 18.10.2011. In the meanwhile, Mr. Subramanium may file his notes and the reports.
