ORDER : In pursuance to the directions of this Court dated 13.9.2011, the States of Goa, Haryana, Madhya Pradesh, Karnataka, Kerala, Manipur, Chhattisgarh, Uttar Pradesh, Maharashtra, Orissa, Bihar, Assam and the Union Territory of Puducherry and Andaman and Nicobar Islands have filed their affidavits. According to the Office Report dated 17th October, 2011, the NCT of Delhi and the States of Tamil Nadu, Rajashthan, Punjab, Uttarakhand, Andhra Pradesh, West Bengal, Gujarat, Jharkhand, Himachal Pradesh, J and K, Tripura, Meghalaya, Union Territories of Chandigarh, Daman and Diu and Nagar Haveli have not filed their affidavits. It is stated that the States of Tamil Nadu and Jharkhand have filed their affidavits yesterday evening. 2. It is unfortunate that in a group matter of this nature the time schedule is not maintained by the States. In the interest of justice, we grand one more opportunity to these States to file their affidavits. Let the affidavits be filed within two weeks from today, failing which the concerned Chief Secretary/Administrator would remain present in this Court on the next date of hearing. 3. We direct Mr. Doabia, learned senior counsel appearing on behalf of the Union of India to file a comprehensive affidavit within two weeks. The Registry would ensure that copies of the affidavits filed by the States/UTs are made available to the Union of India. 4. List this matter for further directions on 3rd November, 2011.
