Vedpal, J. Heard Shri Prince Lenin, petitioner in person and Shri Jaideep Narain Mathur, Additional Advocate General assisted by Shri D.K. Upadhyaya, learned Chief Standing Counsel. 2. This writ petition has been filed by the petitioner with the following relief : "(i) issue a writ, order or command in the nature of Mandamus, thereby directing the O.P.No.1 to constitute a wing/cell headed by a female I.P.S. Officer to look into the progress of entire rape cases reported in State of U.P. and the day to day progress report be sought by the department. (ii) issue a writ, order or command in the nature of Mandamus thereby directing the O.P. No.1 to notify a helpline number (Rape Cell to be headed by the female I.P.S. Officer) at all the police stations in order to help the victims report the cases of rape in case their FIR is not registered at the concerned police station. (iii) issue a writ, order or command in the nature of Mandamus, thereby directing the O.P. Nos.1 and 2 to get all the rape victims counseling within 12 hours of suffering, by female conselors in order to prevent and rape victim from committing suicide. (iv).............................. (v)................................" 3. Learned Additional Advocate General has stated that the Government order dated 9.3.2011 has been issued for taking care of the aforesaid situation regarding prevention of atrocities against women and for the said purpose, counselling centres have been set up in Varanasi, Gorakhpur, Agra, Lucknow, Allahabad and Meerut. He further states that the Government is too sensitive on this issue and is taking all possible measures which are required to control the crime graph in respect of the women particularly the rape cases. It has also been stated that there are various counselling centres available in the Mahila Police Thana. 4. How far these counselling centres would be effective is to be considered after the response is filed by the State Government. We do not want to deliberate much more at this stage but we direct the State Government to file counter affidavit within three weeks. Petitioner may file rejoinder affidavit within a week thereafter. List immediately after expiry of four weeks.
