Judgment :- 1. Writ Petition is filed praying to issue a Writ of Mandamus, directing the respondents 1 and 2 to dispose of petitioner's representation dated 18.9.2010 sent to the respondents 1 and 2 within the time frame fixed by this Court. 2. Mr.V.Bharathidasan, learned counsel takes notice on behalf of the respondents 1 and 2. In view of the order to be passed in the writ petition, the notice to the third respondent is dispensed with. By consent of both parties, the writ petition is taken up for disposal. 3. In the representation dated 18.9.2010 addressed to the second respondent and copy marked to the first respondent and also the Pollution Control Board, the petitioner has given a complaint stating that her neighbour, the third respondent is engaged in running a steel industry. By the nature of the work done by the third respondent, he is using heavy motors and is engaging labourers for steel polishing work and that is causing great disturbance to the petitioner both in the form of noise and air pollution. It is the further grievance of the petitioner that the third respondent has not taken any licence to undertake the work as above. Copy of postal acknowledgment sent to the authorities have been filed along with typedset of papers. 4. In view of the above, the respondents 1 and 2 are directed to consider the representation dated 18.9.2010 on its own merits and in accordance with law. However, if any action is proposed against the third respondent, he shall be properly noticed and given an opportunity so as to avoid allegation of violation of principles of natural justice. Such exercise shall be made within a reasonable period of time and proceed the matter purely in accordance with law. The Writ Petition is disposed of as above. No costs.
