ORDER : R.V. Raveendran and A.K. Patnaik, JJ. The special leave petition is dismissed on account of delay of 2798 days without examining the matter on merits. 2. It is unfortunate that the State Government has chosen to file an application for condonation of delay without even bothering to explain the delay. Therefore, the said application is dismissed with costs of Rs. 2500 to be deposited with the Supreme Court Legal Services Committee within four weeks. The Advocate-on-Record will ensure that the costs are so deposited. Order accordingly.
