Judgment :- 1. This writ petition has been filed praying for issuance of Writ of Mandamus to direct the respondent herein to consider and pass order on the petitioner's representation dated 14.3.2011 relating to the property bearing Door No.31, Jambulingam Street, Nungambakkam, Chennai 600 034. 2. The petitioner has given a representation dated 14.3.2011 to the respondent stating that the respondent should not grant permission to demolish the building in the property mentioned in the writ petition in favour of one R.M. Subbiah. 3. The said R.M. Subbiah has not been made as a party respondent. However, considering the limited scope of relief sought for, the respondent is directed to consider and dispose of the said representation on its own merits and in accordance with law expeditiously. It is made clear that this Court has not expressed any opinion on the rights of the petitioner over the property in question. If the right of a third party will be affected while considering the representation, it is incumbent on the part of the respondent to put such person on notice, so as to avoid allegation of violation of principles of natural justice. The said representation shall be disposed expeditiously. 4. The writ petition is ordered as above. No costs.
