Judgment : 1. The prayer in the writ petition is for the issuance of a writ of mandamus directing the first respondent to issue rankings based on academic performance of the Colleges falling within its purview and regulated by the respondents 2 to 6 and whose seats are offered in the Tamil Nadu Engineering Admissions System, both in a centralised and zonal manner. 2. The case of the petitioner is that, he is a student and has completed his Higher Secondary Education in May 2011 and he is aspiring to join in the Engineering Course. The petitioner belongs to backward class community and no graduate is available in his family. The petitioner secured 184 marks out of 200 marks in his core subjects, namely, Physics, Chemistry, Mathematics and Biology, and he comes within the backward class quota. He applied under the ‘Single Window‘ system of counselling known as the Tamil Nadu Engineering Admissions‘. The petitioner was already called for counselling on 17.7.2011 and the counselling date is postponed. 3. The grievance of the petitioner is that before commencement of the counselling for B.E. degree courses or till date, the rankings of the Self Financing Colleges, particularly, academic performance, has not been disclosed and therefore, the petitioner and other students are unable to find out, which college is academically good so that they could join in a College of their choice, according to their ranking and availability of seats. 4. The learned counsel appearing for the respondents University, on the other hand, submitted that there is no statutory obligation on the part of the University to announce the academic rankings of the Colleges and therefore, the University cannot be compelled to announce the rankings of the academic performance of the Engineering Colleges. 5. The learned senior counsel appearing for the petitioner submitted that even though the exact rankings in respect of all the activities, including infrastructure facilities, Hostel facilities, bus facilities cannot be assessed. atleast the academic performance can be disclosed by the Universities as they are having the academic performance of each College. Therefore, there would be no difficult in announcing the academic rankings of the Colleges in the web-site so that the students aspiring for admissions can verify and join in the Colleges of their choice. 6. atleast the academic performance can be disclosed by the Universities as they are having the academic performance of each College. The said submission made by the learned senior counsel appearing for the petitioner is reasonable and the same is based on sound principles. The University is bound to disclose the academic ranking of the affiliated colleges to promote the interest of students, particularly when the number of Engineering Colleges in the State of Tamil Nadu is more than 500. The respondents are also conducting examinations and all records relating to academic performance are available with them. If the same are not disclosed, the students will not know, which colleges are maintaining excellence. Hence, the petitioner is permitted to make a representation before the concerned Controller of Examinations of the respective Universities as well as the Registrar of the concerned Universities within a period of two days and the appropriate authorities are directed to publish the academic rankings of all affiliated self financing Colleges under their region and inform the same to the petitioner and make it public within a period of one week from the date of receipt of the copy of representation of the petitioner. The writ petition stands disposed of accordingly. No costs. Connected M.P. Nos. 1 and 2 of 2011 are closed.
