JUDGMENT :- 1. The petitioner herein seeks for issuance of writs of certiorarified mandamus to call for the records of the respondents/Superintending Engineer P&A (MM.Division) and the Executive Engineer (Maintenance-I) of the Tuticorin Thermal Power Station, in Lr.Nos.SE/P&A/TTPS/EE/MM/SDM.I/F.Doc/D.2535/04 & No.EE/MPMI/TTPS//F.19/3.551/2004 and the respective orders passed therein dated 21.06.2004 & 26.06.2004, and to quash the same. 2. By the impugned proceedings under challenge, the petitioner/contractor was blacklisted by the respondents/Tuticorin Thermal Power Station, thereby, from the date of the impugned orders, he was debarred for two years from taking up any work in the Tuticorin Power Station as a contractor. This Court, by the order passed in WPMP No.23082 of 2004 on 28.09.2006, dismissed the Miscellaneous petition as having become infructuous holding that the two year period of blacklisting against the petitioner has come to an end by 21.06.2006 itself. Therefore, even the main writ petitions challenging the order of blacklisting having become infructuous, they stand dismissed. No costs. It is made clear that, in view of the fact that the petitioner had already suffered blacklisting for a period of two years, the same shall not stand in his way in taking up any future contract with the respondent/Thermal Power Station.
