JUDGMENT Biplab Kumar Sharma, J. 1. This writ petition was filed in the year 2000 making grievance against the Annexure-2 memorandum dated 11.9.2000 by which certain categories of employees were upgraded on completion of 17/19 years of service. 2. I have heard Mr. K.N. Bhattacharjee, learned Senior Counsel assisted by Mr. S. Acharjee, learned Counsel appearing for the Petitioners as well as Ms A.S. Lodh, learned State Counsel appearing for the Respondents. 3. In the counter affidavit filed by the Respondents, it has been brought on record that the State Government in Finance Department had issued a notification under Article 309 of the Constitution of India introducing Tripura State Civil Services (Revised Pay) (6th Amendment) Rules, 2000 which came into force with effect from 01.4.2000. The said Rules allowed automatic movement to the next higher grade on completion of 17 years of continuous and satisfactory service without promotion in any grade in respect of the members belonging to any cadre service. The persons who were stagnating in a particular grade were given the benefit of higher scale to avoid career frustration. 4. Above being the position, I do not find any infirmity in the impugned memorandum dated 11.9.2000. 5. Consequently, the writ petition is dismissed. Petition dismissed.
