JUDGMENT Rajiv Sharma, J. Petitioner has made a representation for the redressal of his grievance on 6th August, 2003 (Annexure A-6). The same has been rejected on 19.12.2003 (Annexure A-7) without a speaking order. Once the petitioner has made a representation, the same ought to have been decided by passing a speaking order. 2. Consequently, the petition is allowed. Annexure A-7, dated 19.12.2003 is quashed and set aside. There shall be a direction to respondent No. 1 to decide the representation made by the petitioner on 6th August, 2003 (Annexure A-6) afresh, after taking into consideration all the grounds/pleas raised therein by passing a speaking order, within a period of two months from the date of production of a certified copy of this judgment by the petitioner. The petitioner shall also be heard in person. The petition stands disposed of, so also the pending application(s), if any.
