JUDGEMENT 1. Counsel for the petitioner is permitted to add the Secretary, Bihar Sanskrit Shiksha Board, Patna as respondent no.12 to this writ application. A copy of this writ application complete with annexures should be served on the Counsel appearing on behalf of the Bihar Sanskrit Shiksha Board in course of the day. 2. The petitioner challenges the appointment letter of respondent no. 10 on the basis of the fact that she has produced the forged certificate showing herself to be passed in First Division in the Madhyama examination held by the Bihar Sanskrit Shiksha Board in the year 2001. The petitioner alongwith two other persons applied for the post of Aanganbari Sevikas. The Aam Sabha was held. The petitioner was chosen as the first candidate having the highest marks. Later, she came to know that appointment letter has been issued in favour of respondent no. 10. The petitioner filed an application before the District Magistrate, Supaul bringing to his notice the fact that the respondent no. 10 on the basis of a forged and fabricated certificate has obtained appointment as Aanganbari Sevika. The District Magistrate, Supaul by Annexure-4 ordered the Block Development Officer, Basantpur to hold an enquiry with respect to the certificate of respondent no. 10. 3. Till today, the Block Development Officer is sitting tight over the matter and no enquiry report has been submitted to the District Magistrate as yet. 4. I accordingly direct the Block Development Officer, Basantpur, Supaul to conclude the enquiry within a period of four months from the date of receipt/production of a copy of this order. 5. The Secretary, Bihar Sanskrit Shiksha Board, Patna is also direct to send a report to the Block Development Officer, Basantpur with a copy to the District Magistrate, Supaul within the aforesaid time. On receipt of the report of the Block Development Officer and the District Magistrate may take steps accordingly by issuing notice to respondent no. 10 in case the finding is that respondent no. 10 has not passed her Madhyama examination in the year 2001 from the Bihar Sanskrit Shiksha Board, Patna. 6. This writ application is disposed of with the aforesaid observations and directions. 7. Let a copy of this order be handed over to the Counsel appearing on behalf of the Bihar Sanskrit Shiksha Board, Patna as weii as S.C.-III.
