The only question involved in this case is, whether the service rendered prior to obtaining JBT certificate can be considered for grant of proficiency step up/Assured Career Progression Scheme etc. on completion of eight years service. 2. This matter is no longer res integra. A Division Bench of this Court in Hira Lal Vs. State of Himachal Pradesh and another, CWP No. 319 of 1997 decided on 17.6.2008 held that the period of service rendered even prior to obtaining the JBT certificate can be considered for grant of senior scale/selection sale in accordance with law. Therefore, the impugned order is set aside and Whether the reporters of the local papers may be allowed to see the Judgment? Yes. the respondents are directed to act strictly in accordance with the judgment rendered by this Court in Hira Lal Vs. State of HP and another (supra). The petition is disposed of accordingly. No costs.
