Judgment :- Debasish Kar Gupta, J. This writ application is filed by the petitioner for a direction upon the Respondents-Authority for grant licence under the West Bengal Kerosene Control Order, 1968 in his favour to enable him to sell Kerosene oil. A licence to import and storage of petroleum Class B otherwise than in bulk quantity not exceeding 20,000 litres was granted in his favour on July 9, 1991. Subsequently the petitioner made a representation before the respondent No.4 on October 19, 1995 for granting a licence in his favour for selling Kerosene oil. Thereafter the petitioner filed an application under Article 226 of the Constitution of India being C.O. 3198(W) of 1996 (In re: Swapan Kr. Pal vs. State of West Bengal and others) and the same was disposed of on November 5, 1998 with the observations that the said representation of the petitioner must be disposed of by the concerned respondent at an early date preferably within a period of eight weeks from the date of communication of the above order. But the respondent Authority sat tight over the matter. Having heard the learned Counsel for the petitioner as also considering the facts and circumstances of the case it appears that the petitioner submitted the application as back as in the year 1995. In the writ application under reference there was a direction for disposing of the above writ application of the petitioner at an early date preferably within eight weeks from the date of communication of that order. Thereafter no step is taken by the petitioner in the matter. This writ application is filed 15 years after the disposal of the above writ application. No reasonable explanation is available on record with regard to such inordinate delay in filing this application. Therefore, this writ application is dismissed. There will be however, no order as to costs. Urgent Photostat certified copy be given to the parties after compliance of all necessary formalities.
