Judgment :- 1. The petitioner has approached this Court, with a prayer for issuance of a writ in the nature of mandamus, directing the first respondent viz., the Registrar, Tamil Nadu Dr.MGR. Medical University, to return the two deposit receipts each for Rs.5,00,000/-(Rupees Five Lakhs only) i.e. F.D.R. dc. No.N501510 and N501511 to the petitioner with a further prayer to direct the second respondent viz., Tamil Nadu Transport Development Finance Corporation Limited, to permit the petitioner to encash the said FDR receipts for a total sum of Rs.10,00,000/- (Rupees Ten Lakhs only)with interest. 2. The case of the petitioner is that before approaching this Court, the petitioner made representations to the Registrar, Tamil Nadu Dr.MGR. Medical University on 24.05.2007 and 06.11.2007. It is the case of the petitioner that vide letter No.N501511/TDFC/2004, dated 23.01.2008, the Tamil Nadu Transport Development Finance Corporation Limited, wrote to the petitioner, that the deposit with maturity could be returned, if discharge receipt duly executed is received from the depositors, as in the absence thereof it was likely to be renewed. It was made clear that the petitioner would not be entitled to any interest, after the date of maturity. 3. The case of the petitioner is, that the first respondent has not taking any steps to consider the representations, in spite of legal notice dated 23.04.2008. 4. In view of the facts stated above, this writ petition is disposed off with a direction to the first respondent to take final decision on the request made by the petitioner, within four weeks of the receipt of certified copy of this order. In case there is any impediment in release/return of the D.D. Receipt, the first respondent is directed to pass a detailed speaking order and convey to the petitioner. No costs.
