JUDGMENT : 1. Hon'ble Mr. Justice D.P. Wadhwa (retd.) has submitted his report today. Copies of the report have been given to learned counsel for the petitioner and learned Additional Solicitor General. Copies of the same be made available to us also. The report be made available on website. Since we are adjourning the matter, learned counsel for the Planning Commission would be at liberty to file additional affidavit, if any, within two weeks with an advance copy to learned counsel for the petitioner and learned ASG and other learned counsel for the parties. 2. The States/U.T.s may also file their objections, if any, within a week. In the previous order we have observed that the food grains allocated have not been lifted by respective States. We direct the Chief Secretaries/Administrators of all the State Governments/Union Territories to ensure that the food-grains made available to them be lifted and distributed to the needy without further loss of time. 3.
