Judgment 1. Heard the learned counsel appearing for the petitioner, as well as the learned counsel appearing on behalf of the respondents. 2. At this stage of the hearing of the writ petition, the learned counsel appearing on behalf of the petitioner had submitted that it would suffice, if the impugned order of the 1st respondent, dated 11.07.2012, is set aside and if the 1st respondent is directed to pass a speaking order on the Second Appeal filed by the petitioner, on 02.11.2007, by giving proper reasons. 3. The learned counsel appearing on behalf of the respondents has no objection for such an order being passed by this Court. 4. In view of the submissions made by the learned counsels appearing on either side, the impugned order of the first respondent, dated 11.7.2012, is set aside. The first respondent is directed to pass a speaking order on the Second Appeal, dated 02.11.2007, filed by the petitioner, giving proper reasons for passing such an order. The first respondent shall pass an order, as directed by this Court, after giving an opportunity of hearing to the petitioner, within a period of eight weeks from the date of receipt of a copy of this order. The writ petition is ordered accordingly. No costs. Consequently, connected miscellaneous petitions are closed.
