ORDER : 1. On 4.4.2012, the Court had, after hearing learned counsel for the parties, adjourned the case for three weeks to enable the learned Additional Solicitor General to seek instructions from the concerned authorities in the light of the dismissal of the three special leave petitions filed against the orders passed by the three High Courts. 2. Today, Shri J.S. Attri, learned senior counsel has appeared on behalf of the respondents. Initially, he stated that he was not aware about the Court's order dated 4.4.2012. When the order was read out, he stated that the requisite instructions have not been received by him. Thereafter, he wanted to place on record some circular issued by the Ministry of Personal, Public Grievances and Pension, but he was not allowed to do so. Shri Attri then made a request for an adjournment to ascertain whether the writ petitioners who had succeeded before the High Courts and this Court are being paid pension by including element of Non Practising Allowance. 3. In our view, the casual attitude exhibited by the respondents in dealing with the matters pending before this Court cannot be appreciated. However, with a view to give another opportunity to the respondents to place all the facts before the Court, we deem it proper to adjourn the cases for eight weeks with the direction that the required documents and affidavits be filed within six weeks from today. 4. For today's adjournment, respondents shall pay costs of rupees fifty thousand in each of the special leave petitions. The amount of costs shall be deposited with the Supreme Court Legal Services Committee within a period of six weeks from today.
