ORDER : Swatanter Kumar, J. - In terms of the previous order dated 29.7.2011 notice was issued to ten States. The States of Jharkhand and Uttar Pradesh have not been served as per report of the Registry. Let the Standing Council for both the States positively appear on the next date of hearing. 2. Learned counsel appearing for the State of Rajasthan submitted that State has already issued notification in terms of the order of this Court. Liberty is granted to him to file the record. All other served States are granted final opportunity to place their respective stand, by way of affidavit, on record within two weeks from today. 3.
