Case of the petitioner, in a nutshell, is that she has not been permitted to complete her normal tenure in Government Middle School, Ratti. 3. Mr. Vivek Singh Thakur, learned Additional Advocate General has drawn the attention of the Court to the details of the postings of petitioner and respondent No.3 contained in the reply. It is evident from the reply that the petitioner has remained posted within the radius of 25 KMs with effect from 23.3.2002 till 23.7.2012. Respondent-State has clubbed the short stay of the petitioner with effect from 23.6.2007 to 23.7.2012, which is more than five years, to transfer the petitioner from Government Middle School, Ratti to Government Senior Secondary School, Jarol. Petitioner has no indefeasible right to remain posted at a particular place. 5. Transfer is an incident of service. The scope of judicial review in these matters is very limited. The Court may intervene only when the transfer has been made in infraction of any statutory rule or the same is actuated with mala fides. Petitioner has not alleged any specific mala fides. There is no arbitrariness or unreasonableness in the transfer order whereby the petitioner has been transferred from Government Middle School, Ratti to Government Senior Secondary School, Jarol. 6.
