ORDER : 1. Pursuant to our order passed on 22nd August, 2012, the Registry has put up a status report of the matter as regards service of notice and also filing of affidavits. 2. From the Report, it appears that notice has been duly served upon all the States through their learned Standing Counsel and also upon the learned Attorney General for India. 3. Counsel for the States of Andhra Pradesh, Assam, Haryana, Puducherry, Bihar, Tripura and Sikkim, the National Human Rights Commission and National Legal Services Authority, have appeared/filed vakalatnama. However, not a single State has filed its counter affidavit or response till date. The same is the case with regard to the Union Territories of Andaman & Nicobar Islands, Lakshadeep Islands, Daman & Diu and Dadar Nagar Haveli, the States of Maharashtra, Kerala and Chhatisgarh, who are represented today. 4. Having regard to the above, the learned Standing Counsel for all the various States, as also the National Human Rights Commission and the National Legal Services Authority, are directed to file their responses to the writ petition, within four weeks from date; rejoinder, if any, may be filed within two weeks thereafter. 5. List the matter after six weeks.
