ORDER : It is pointed out that copies of the records relating to the report of the Empowered Committee dated 23rd April, 2012, including the investigation tests and studies report, submitted by the experts could not be prepared and supplied to the parties because all these documents/C.Ds. are lying in sealed covers. 2. On the suggestion of learned counsel for the contesting parties, we direct that the entire record submitted by the Empowered Committee along with its report shall be digitalized. For the said purpose, we authorize Mr. S.G. Shah, learned Registrar of this Court, to open the sealed covers, digitalize the entire record and supply the same to learned counsel for the contesting parties on Compact Disc. Mr. Shah shall also make copies of CDs/DVDs and Videographed Record submitted by the Empowered Committee and get maps digitalized through any agency equipped to do such job properly or may ask the Ministry of Water Resources to do the needful. He may also enquire and call for the source soft copy of record, if available with the Empowered Committee or any other agency. The record in the digital format shall also be made available to the Court at the time of hearing of the Suit. We would expect the Registry to complete the entire exercise within two weeks. Additional man power, if required, shall be provided by the Registry. 3. Mr. Rawal, the learned Additional Solicitor General, assures the Court that as and when needed, the Ministry of Water Resources shall provide full assistance as may be required by Mr. Shah in this regard. We also request Mr. Sat Pal, Ex.Member Secretary to the Empowered Committee and familiar with the records, who is present in Court, to assist Mr. Shah so that the work of digitalization is completed within the specified time. 4. List for further directions on 5th October, 2012, on which date, direction for payment of adequate honorarium to Mr. Sat Pal shall be made.
