Judgment :- 1. Mr. N. Sakthivel, learned Government Advocate takes notice on behalf of the respondent. By consent, the writ petition is taken up for final disposal at the admission stage itself. 2. Heard the learned counsel appearing for the petitioner and the learned Government Advocate appearing for the respondent. 3. The petitioner has come up with the present writ petition for a Mandamus directing the respondent to grant permission to conduct the festival program to be held on 22.5.2013 at Manthiapuram, Govindapuram Village, Dharapuram Taluk in Arulmigu Makaliamman Kovil festival, by considering the petitioner's representation dated 06-05-2013. 4. It is not in dispute that the temple festival was conducted in the said temple previous years also. Hence, I am constrained to pass the following order: (1) The dance programme should be conducted between 7.00 p.m. to 10.00 p.m. only. (2) Mikes with horn should not be used in the programme as that would cause disturbance to the students who are undertaking examinations. (3) Any dance or song in an obscene manner with double meaning conversations of any kind should never be permitted. (4) The programme should be conducted in a peaceful and organised manner without creating or causing any law and order problems. 5. The learned counsel appearing for the petitioner submits that the petitioner would abide by these conditions without fail. His submission is recorded. 6. If there is any violation of any one of the conditions, it is open to the respondent police to take action as per law. Incorporating the above conditions permission may be granted by the respondent police to the petitioner immediately. 7. The Writ Petition is allowed with the above directions. No costs.
