Judgment :- 1. The petitioner was appointed as a Bill Collector in Dharmapuram Town Panchayat on 17.02.1997 in the pay scale of Rs.3200-85-4900. However, the same was cancelled by the District Collector, vide his proceedings dated 12.04.1999. The petitioner filed O.A.No.3018 of 1999 before the Tamilnadu Administrative Tribunal against the order cancelling his appointment as Bill Collector. His Original Application was dismissed by the Tribunal on 11.04.2002. Thereafter, he filed W.P.No.12468 of 2006 and the writ petition was dismissed as withdrawn, with liberty on 14.12.2010. Thus, the order of the Tribunal attained finality. Thereafter, the petitioner was appointed as a Night Watchman in Ponmani Town Panchayat. Now, the petitioner has made a representation to give him appointment as Bill Collector, since, some other persons have been given appointment as Bill Collector. Thereafter, he has filed this writ petition seeking for disposal of his representation for the appointment of Bill Collector. 2. In my view, the writ petition has no merit and the issue has already attained finality and the cancellation of his appointment as Bill Collector was judicially up held. Hence, he cannot again ask to consider him for appointment as Bill Collector. Therefore, the writ petition fails and the same is dismissed. No Costs.
