JUDGMENT 1. The petitioners have filed this writ petition seeking for a direction to the respondents 1 to 4 to receive the application of the petitioners and to consider, process and provide electricity service connection to the petitioners' building and the common areas of the building put up at Old Door No.66, New Door No.68, Appu Street, Mylapore, Chennai 600 004 comprised in R.S.No.2777, Block No.57 of Mylapore Village without insisting completion certificate from the 5th respondent. 2. According to the petitioners, they applied and obtained sanction of stilt + 2 floors from Corporation of Chennai vide PPA No.WDC19/05371/2010, dated 27.01.2011 and building permit No.BACD10/00360/2011, dated 27.01.2011, to construct a ordinary residential building in the above said address for their own use. 3. In these circumstances, according to the petitioners, as per the Circular dated 18.3.2013 of the 5th respondent, no completion certificate is necessary for getting electricity service connection. 4. It is also the case of the petitioners that in the case of ordinary building, as per the order dated 26.4.2013, made in W.P.No.11420 of 2013, no completion certificate is necessary for providing electricity service connection. 5. In these circumstances, the writ petition is disposed of, directing the petitioner to submit an application to the 4th respondent seeking electricity service connection and the 4th respondent is directed to receive the same and consider and process the same, in the light of the circular dated 18.3.2013 of the 5th respondent and the order dated 26.4.2013 made in W.P.No.11420 of 2013 and pass final orders thereon and provide electricity service connection, if the circular and order applies to the premises of the petitioners. The 4th respondent is directed to complete the aforesaid exercise within a period of three weeks from the date of receipt of an application from the petitioner. No costs.
