By The Court— Heard Sri Dinesh Chandra Chopra, learned counsel appearing for the petitioner and the learned Standing Counsel. 2. This is a Public Interest Litigation wherein a prayer has been made for direction to the opposite parties to allow the people/saints to perform "84 Kosi Parikrama" starting from Makhoura in the district of Basti and ending at the same place commencing from 25th August, 2013 and ending on 13.09.2013 and also for a further direction to facilitate the said Sadhus to complete the Parikrama peacefully to secure the Hindu's Religious Customs. 3. There is nothing in the writ petition to show that the "84 Kosi Parikrama" is a religious custom followed at the place mentioned and it is stated by the learned counsel for the State that such a Parikrama has never been undertaken in the last 50 years. 4. In absence of any such material showing that such Parikrma proposed to be undertaken is a part of religious custom, no such direction can be issued as no right accrues. 5. The writ petition is accordingly dismissed. _____________
