JUDGMENT 1. With the consent of both parties, these writ petitions themselves are taken up for final disposal, as the issue lies in narrow compass. 2. The learned counsel for the petitioners has submitted that Mr. R.M. Jeyempandian, the Additional Registrar of Cooperative Societies (Chennai Region) is holding the in-charge post of the Special Officer of the Chennai Central Cooperative Bank. While so, he disposed of the revision petition filed under Section 153 of the Tamil Nadu Cooperative Societies Act, by proceedings, dated 15.2.2013, which was filed against the order dated 17.4.2009 passed by the then Special Officer of the Chennai Central Cooperative Bank. 3. Being held the post of the Special Officer of the Chennai Central Cooperative Bank as well as the Additional Registrar of the Cooperative Societies, it is not proper for him to take up the revision petition relating to the Chennai Central Cooperative Bank. On this ground alone, the impugned order is liable to be set aside. 4. In the facts and circumstances of the case, the impugned order is quashed and the matter is remanded back to the Additional Registrar of Cooperative Societies (MPD) in the office of the Registrar of Cooperative Societies, Kilpauk, Chennai. The Additional Registrar of Cooperative Societies (MPD) is directed to pass appropriate orders on the revision petition, within a period of six weeks from the date of receipt of copy of this order. 5. These writ petitions are disposed of with the above directions. Consequently, connected miscellaneous petitions are closed. No costs.
