JUDGMENT :- 1. The Petitioner belongs to Schedule Caste -Hindu Adi – Dravida Community. He registered his name with the Respondent / Employment Exchange, Villupuram with qualification of Diploma in Civil Engineering Course. His serial Number is 135/93 (in the month of January 1993). He scored 70.41% marks in his Engineering Course. 2. The case of the Petitioner is that all along, he was waiting and had not received any interview card from any department through the Respondent. In spite of the fact that he approached on numerous occasions and made enquiries, the Respondent had not furnished him the correct details. He approached the Information Officer to know the details about the interview card sent to Juniors who secured employment. However, he was not given the details of correct particulars either by the Respondent or by the Information Officer. 3. According to the Petitioner, he had no income to carry on his day to day life and he was also aged 36 years (at the time of filing of the Writ Petition). He was suffering without any job notwithstanding the fact that he is a Civil Engineer. He registered his name in the month of January 1993 with the Respondent/Employment Officer and the same was to be renewed during the year 2005. However, the Petitioner renewed his registration only on 12.02.2007 since he renewed his registration with the Second Respondent as per the scheme introduced and his renewal hasa life of continuity. 4. The Petitioner has filed the present Writ of Mandamus seeking a relief of issuance of an order by this Court in directing the Respondent to consider his name for employment through Employment Exchange. 5. In response, the Learned Additional Government Pleader contends that the Petitioner is a registrant in the Office of the Respondent/District Employment Office, Villupuram bearing No.135 / 93 and he registered his Diploma in Civil Engineering qualification on 12.01.1993. He renewed his registration up to January 2002, his date of birth is 19.07.1973 and aged 37 years. He belongs to Hindu, Adi-Dravida which comes under Scheduled Caste Community. 6. The Learned Counsel brings it to the notice of this Court that the Petitioner's due date for renewal was January 2002, but not renewed his registration on the due date and therefore, registration was transferred to dead register on March 2002. Under such circumstances, his name could not be sponsored to the employer. 7. 6. Further, it is the stand of the Respondent that the Respondent Office sponsored eligible candidates to the employers as per the norms specified in the notifications received from the employers and since the petitioner had not renewed his registration in time, and further, his registration being transferred to dead register, his name could not be sponsored to any employer. 8. Also, the Petitioner applied with a view to avail for renewal concession granted by the Government of Tamilnadu under G.O.No.22, Labour and Employment Department, dated 01.02.2007 on 12.02.2007. In the case of registrant who applied for renewal in terms of the scheme mentioned in the aforesaid G.O., the Respondent Office prepared a duplicate card for all candidates and conferred renewal benefits. Further, the same would be keyed into the computer in due course. Nearly, 7329 candidates had applied for the renewal concession in the year 2007 under the scheme. Because of the huge renewal, the registration of the petitioner's name was not put into renewal list and the process of input into computers was completed only during the year 2009. 9. The Learned Additional Government Pleader submits that the petitioner's details have now been entered in the computer and his name would be sponsored in all forth coming vacancies in terms of his education qualification and age factor. 10. Recording the same, this Court issues direction to the Respondent to adhere to the stand taken by it in the counter and to act with all seriousness and vigour in sponsoring the petitioner's name in all forthcoming vacancies, of course, according to his qualification and age factor, etc,. 11. With the aforesaid directions, the Writ Petition is disposed of. No costs.
