Judgment : 1. The petitioner rendered unblemished record of 25 years of service. The Government issued G.O.Ms.No.13, Finance (Pay Cell) Department dated 14.01.1996 providing for Indra Vikas Patra to the value of Rs.500/-to the persons who rendered spot less service. Based on the said Government Order, the second respondent passed an order dated 29.08.2002 that since the petitioner did not suffer any punishment during his 25 years of service and also he did not take any leave without wages, he is entitled to the benefit of G.O.Ms.No.13, Finance (Pay Cell) Department, dated 14.01.1996 and a direction was issued for giving him the Indra Vikas Patra to the value of Rs.500/-. 2. The grievance of the petitioner is that the order remains in a paper. Therefore, he made a request dated 20.03.2008 to the Transport Commissioner to provide him the award as contemplated under G.O.Ms.No.13, Finance (Pay Cell) Department, dated 14.01.1996 and the order of the second respondent. 3. Based on the said representation, the Transport Commissioner passed an order dated 01.04.2008 directing the second respondent to take appropriate action on the representation of the petitioner. 4. In these circumstances, the second respondent passed an order dated 16.09.2008 sanctioning for withdrawal and disbursement of Rs.500/-towards the purchase and payment of Indra Vikas Patra to the petitioner. 5. Here again, the same remained in the paper. The actual benefit does not reach the petitioner. The petitioner made a representation dated 16.08.2012 to the first respondent to give him the award as provided in G.O.Ms.No.13, Finance (Pay Cell) Department, dated 14.01.1996. Thereafter, the Government issued another G.O.Ms.No.390, Finance (Pay Cell) Department, dated 07.11.2012 for cash award of Rs.2,000/- to the persons who have rendered unblemished service. 6. The petitioner has sent a legal notice dated 25.05.2013 to the respondents to give him Rs.2,000/-as per G.O.Ms.No.390, Finance (Pay Cell) Department, dated 07.11.2012. 7. Thereafter, he has filed this writ petition seeking for the benefit as provided in G.O.Ms.No.390, Finance (Pay Cell) Department, dated 07.11.2012. 8. Heard both sides. 9. The aforesaid narration of facts are not in dispute and all those narration of facts are supported by the documents. The Government Orders and the order of the various authorities are enclosed in the typed set of papers.

In these circumstances, I am of the view that a direction shall be issued to the respondents to pay the cash award of Rs.2,000/-as per G.O.Ms.No.390, Finance (Pay Cell) Department, dated 07.11.2012 to the petitioner, within a period of four weeks from the date of receipt of a copy of this order. 10. The writ petition is disposed of with the above direction. No costs.
