Judgment : M. Jaichandren, J. 1. Heard Mr.M.Suresh, the learned counsel appearing on behalf of the petitioner, as well as Mr.M.Govindan, the learned Special Government Pleader appearing on behalf of the respondents. 2. In view of the orders passed by the Division Bench of this Court, in M.P.(MD) No.1 of 2009, in W.P.(MD) No.9637 of 2009, on 24.09.2009, and inW.P.(MD).No.14878 of 2013, on16.09.2013, this Court is inclined to pass a similar order. Therefore, the respondents are directed to permit the petitioner to perform "Eruthu Kattuthal" event, on 14.10.2013, in connection with the temple festival of Sree Perayiram Udaya Ayyanar Temple, Kodikulam Village, Pudukkottai District, subject to the following conditions: (i) The "Eruthu Kattuthal" event shall be performed by the petitioner only with the participation of ten persons, whose names shall be forwarded to the Revenue Divisional Officer, the second respondent herein, in advance. (ii) Only ten persons would be permitted to take part in the "Eruthu Kattuthal" event, attempting to touch the tail of the bull. (iii) The respondents shall supervise the event with adequate police protection to ensure that the persons, other than those who are participating in the event, are not permitted to enter into the arena, and to ensure that no damage is caused to any of the onlookers and other persons participating at the festival. (iv) The respondents shall ensure that no harm is caused to the animal, either by the persons, who are participating in the event or by other persons present at the place. (v) Apart from the police protection, the authorities concerned shall ensure the availability of sufficient medical aid at the place, where the event is to take place. 3. The Writ Petition is disposed of, with the above directions. No costs. Consequently, connected miscellaneous petition is closed.
