Judgment 1. The Petitioner has projected the present instant Writ of Mandamus praying for an issuance of order by this Court in directing the respondents to consider her representations dated 30.10.2012 and 10.12.2012 to issue patta in respect of the property (being Punjai Agricultural lands) comprised in Survey No.251/7 (Old Survey No.341/1) Survey No.256/13 (Old Survey No.335/6A, 6B) to an extent of Acre 1.37 ? Cents situated at Keezh Edayalam Village, Tindivanam Taluk, Villupuram District, in favour of the petitioner. 2. According to the Petitioner, she purchased 1.37 ? cents of land situated at Keezh Edayalam Village, Tindivanam Taluk, Villupuram District through a Sale Deed dated 17.09.2012 (registered as Document No.5716 of 2012) in the office of the Sub- Registrar, Mayilam, Tindivanam Taluk, Villupuram District from 1) Tmt.Sakunthala 2) Thilagaraj 3) Pugazhenthi 4) Arun 5) Rani 6) Sundaravalli 7) Jaiganesh and 8)Santhanalakshmi, through their Power Agent Mr. C. Mani, from the date of his purchase, she is in peaceful possession and enjoyment of the property in question as absolute owner. 3. The petitioner on 30.10.2012 has approached the Second Respondent/Village Administrative Officer, Chinna Valavanur Village, Tindivanam Taluk, Tindivanam, Villupuram District, in person and submitted a representation along with relevant documents and paid the necessary charges to measure the property. It comes to be known that the Second Respondent/Village Administrative Officer Chinna Valavanur Village, Tindivanam Taluk, Tindivanam, Villupuram District, has informed her that her representation would be forwarded to the First Respondent/Tahsildar, Tindivanam Taluk, Tindivanam, Villupuram District and further instructed that he should approach the First Respondent/Tahsidar Tindivanam Taluk, Tindivanam, Villupuram District in respect of the aforesaid representation. Although, the Petitioner has approached the First Respondent/Tahsildar, Tindivanam Taluk, Tindivanam, Villupuram District , in regard to her representation dated 30.12.2012, there is no positive result from his side. Finally, she sent another representation to the First Respondent/Tahsildar, Tindivanam Taluk, Tindivanam, Villupuram District on 10.12.2012, but till today, no reply has been received by her and also the respondents have not taken any positive action in this regard. 4. In view of the fact that the Petitioner has only sought for a limited relief of passing of an order by this Court to consider her representations dated 30.10.2012 and 10.12.2012 to issue patta in respect of property (being Punjai Agricultural lands) comprised in Survey No.251/7 (Old Survey No.341/1) Survey No.256/13 (Old Survey No.335/6A,6B) to an extent of Acre 1.37 ? Cents situated at Keezh Edayalam Village, Tindivanam Taluk, Villupuram District, in favour of the petitioner, this Court directs the Petitioner to submit copy of the representations dated 30.10.2012 and 10.12.2012 to the First Respondent/Tahsildar,Tindivanam Taluk, Tindivanam, Villupuram District , within a period of ten days from the date of receipt of a copy of this order. Soon after the receipt of a copy of the two representations, the First Respondent/Tahsildar, Tindivanam Taluk, Tindivanam, Villupuram District, is directed to look into the matter in a fair, objective and dispassionate manner and to dispose of the said representations within a period of three weeks thereafter, by affording necessary opportunities to the Petitioner and by adhering to the principles of natural justice and also in accordance with law and in the manner known to law. 5. With the aforesaid directions, the Writ Petition is disposed of. No costs.
