Order 1. Heard learned Amicus Curiae and counsel for the State. 2. W.P.(PIL) No. 2774 of 2013 has been registered as Public Interest Litigation, in view of the order passed by the Coordinate Bench of this Court in I.A. No.1105 of 2013 passed in Criminal Appeal(DB)No.1088 of 2012 and in consequence thereof, five committees were constituted to look into the affairs in the Central Jail in the State of Jharkhand and thereafter matter has been referred to this Court. Thereafter Division Bench observed that in view of the well research work report prepared by the members of the committees, the matter is required to be placed for treating it as a Public Interest Litigation. 3. In view of the above order, this Court issued notice to the State vide order dated 10th May, 2013. 4. Learned counsel for the State submitted that though he received instruction but even before filing any affidavit in this Public Interest Litigation, the State wants to take some steps so that State may show it's seriousness in implementation of some reforms in the various jails. 5. We appreciate the manner in which report has been accepted by the State Government. However, for taking steps some plan is required to be prepared which is essential for implementation of the reforms, therefore, State can certainly prepare a plan after going through the entire report prepared by the Committees and then submit a plan as to what steps they are proposing to take and by what time those steps will, in fact, be taken. 6. At this juncture, it will be appropriate to appreciate the work done by the members of the Committees, who all are Advocates practicing in this Court. The following committees were constituted by order dated 6th March, 2013 passed in I.A. No. 1105 of 2013. These committees are for : Birsa Munda Central Jail, (i) Mr.Atanu Hotwar, Ranchi Banerjee (ii)Ms Amrita Banerjee (iii)Mr. Yogesh Modi Lok Nayak Jai Prakash (i)Mrs Rashmi Narayan Central Jail, Kumar Hazaribagh (ii) Mr. Ramit Satender (iii) Mrs. Sweta Singh Central Jail, Dumka (i) Dr.H.Waris (ii)Mr.Rajesh Kumar Mahtha (iii)Ms.Priya Shrestha Central Jail, Dumka (i) Mr.Manoj Tandon (ii)Ms.Bakshi Bibha (iii) Mr. Deepak Kumar Bharti Central Jail,Ghaghidih, (i)Mr. Ravi East Singhbhum, Jam- Prakash shedpur (ii)Ms Nalini Jha (iii)Mr. Rahul Saboo 7. We record our appreciation for learned Advocates names of which have been mentioned above, who gave their valuable services for preparing this report. 8. The report is self speaking report which clearly demonstrate how the young Advocates can do the work assigned to them with great sincerity in a matter which normally may be the matter under administrative control of the State and the State itself have taken good efforts for looking into these aspects. The State may give it's plan on or before 24th July, 2013. 9. Post these matters on 24th July, 2013. Let a copy of this order be given to the learned Amicus Curiae as well as the counsel for the State. Office is also directed to supply the copy of the Report to the counsel for the State. Ordered accordingly.
