ORDER : We have perused the affidavit dated 27th October, 2014 filed on behalf of Ministry of Road Transport and Highways, wherein, it has been stated that the Ministry supports the recommendation made in the Skandan Committee's report regarding protection of Good Samaritans. As the recommendation of the Court Appointed Committee headed by Shri K. Skandan, Additional Secretary, Ministry of Home Affairs, has been accepted by the Ministry of Road Transport & Highways and also by Ministry of Law and Justice, as stated by the learned Additional Solicitor General, we direct both the Ministries, in consultation with each other, to issue necessary directions with regard to the protection of Good Samaritans until appropriate legislation is made by the Union Legislature. The directions in terms of the present order will be issued within a period of three months from today. 2. Insofar as the working of the Road Safety Committee headed by Mr. Justice K.S. Radhakrishnan, former judge of this Court, is concerned, on perusal of the statements made in the additional affidavit filed on 27th October, 2014 and the enclosures thereto, it is our considered view that we should seek the assistance of learned Attorney General for India to make the Committee functional and more effective in the discharge of the tasks assigned by the Court by its previous orders. We request the learned Attorney General to be present in Court on 11th November, 2014 on which date further orders as may be required with regard to the functioning of the Road Safety Committee will be passed. 3.
