JUDGMENT (C.M. Application No. 28490/13) While deciding the case by judgment and order dated 19.2.2013, we have directed the Secretary concerned to pass appropriate order keeping in view factual matrix on record. It has been submitted by Mr. Kapil Deo, learned Senior Counsel that the controversy in question is to be considered by the Secretary, Secondary Education instead of Higher Education. 2. Accordingly, we clarify the judgment and direct the Secretary, Secondary Education to look into the matter in pursuance to the judgment and order dated 19.2.2013. 3. The application is disposed of accordingly.
